Board of Advisors
The Homeland Security Foundation of America (HSFA) is pleased to introduce our HSFA Advisory Board. This team of military, corporate, government and academic experts has been established to assist HSFA leadership to ensure the continued strength and vitality of the organization.
Members of the Board of Advisors draw on their experience and education, giving their time and expertise to help further the foundation and its mission.
Advisors provide unbiased, nonpartisan decision support to the President as HSFA approaches mission critical issues, including but not limited to staffing, partnerships, resource acquisition, fundraising, and proposed solutions, i.e. – special operations and scientific research.
Through in-depth familiarity with and active support for HSFA’s mission the Board of Advisors provides the additional experience, talent and passion we need to establish HSFA as one of the country’s leading nonprofit, nonpartisan homeland security organizations.
Richard Schuman
Consultant, Public and Private Finance
Mr. Schuman has over thirty years experience as a corporate consultant and investment banker in public and private finance and other financial services for companies and institutions including U.S. Alcohol Testing, Inc., International Beverage Corporation, Royal American Cruise Lines, Columbia Capital Corporation, Patient Data Corporation, Dunes Hotel Las Vegas, and Sweet & Low.
Schuman holds a Georgia Real Estate license, is a General Securities Principal, and has been presented the Outstanding Georgia Citizen Award, a Presidential Citation from President Regan, a Georgia State University School of Enterprise Commendation, and is the 363rd recipient of the Thousand Points of Light Award from President Bush.

Terence Brown, PhD
Professor, Electrical and Computer Engineering,
Michigan State University
Dr. Brown is a researcher and professor at Michigan State University. The recent efforts of Dr. Brown include the development of a materials research laboratory for molecular beam epitaxy (MBE) growth. He has investigated the chemical and physical processes that occur, during the formation of compound semiconductor heterointerfaces.
Dr. Brown serves as a mentor and advisor to graduate students in the MSU College of Engineering. He is committed to interacting directly with underrepresented students through research and educational activities.
Dr. Brown recently served as a funding reviewer for the National Science Foundation, and as a journal reviewer for the International Journal of Nanomanufacturing.
Dr. Brown is a member of the IEEE, APS, ASEE, AVS, and an acting Board Member for the Michigan Chapter of the American Vacuum Society.
Karina Kusman
Consultant, Information Systems
Ms. Kusman has over ten years experience in requirements management, business planning, and technology implementation.
Her experience includes technology project management, and contingency planning with Omnicom Group; requirements definition and business process re-engineering as a consultant with General Dynamics; enterprise business and technology project management and quality assurance with Wright Express Corporation; and requirements management consulting for defense clients as a DOORS Administrator with General Dynamics Land Systems, BAE Systems, and Orbital Sciences.
Ms. Kusman has facilitated sessions with cross functional teams to define new business processes, document contingency plans, create requirements management plans, and develop business and technology implementation plans.
She has worked in the Advertising, Financial, and Defense Industries. She holds a B.A. in Computer Science from Fordham University.
Jim Kayalar,

Mr. Kayalar has over twenty years of business experience in a myriad of industries and countries.
Mr. Kayalar is a Certified Management Consultant (CMC) with the Institute of Management Consultants USA (IMC-USA) Mr. Kayalar serves as a mentor and reviewer for product commercialization for the National Science Foundation and State of Florida.
Jim volunteers a substantial amount of time as a mentor to non-profits and small businesses through Mercy Corps micro-mentor program.
Jeff Reynolds
Executive / Project Management Consultant
Mr. Reynolds has more than 20 years of experience in information technology, program management, executive leadership, and mergers and acquisitions in both public and private firms.
Reynolds has championed a number of successful start-up software firms, and currently serves as a consultant on enterprise-wide projects for industry leading corporations.
His key areas of focus include information technology, operations and sales/support.
Lloyd Booth
Chief Security Officer

Lloyd Booth's career spans 30 years of national and domestic security developments. After serving a decade as a US Army Ranger, he embarked on a civilian career. Currently working in the armored industry, Lloyd was awarded candidate status for the Doctorate in Homeland Security and achieved a master’s degree in Criminal Justice at Northcentral University. He also holds a second master’s degree in Strategic Management from Davenport University, located in Grand Rapids, Michigan, and an MBA Certification from Tulane University. |
While in the armed services, most Lloyd’s duty assignments were involved with security operations, security teams, and patrol scheduling assignments. The highest rank he achieved was Sergeant First Class, and he had obtained an honorable discharge for his commitment to America's well being.
Throughout his military career, Lloyd was a Ranger instructor and an instructor at the Noncommissioned Officers Academy teaching America's young leaders the advanced use of leadership, teamwork, weapons, tactics, security, and intelligence operations.
Over the past four years, Lloyd remains employed in the armored industry to transport and safeguard America’s currency. He is committed to developing the Security Management Team to assist local businesses and families with risk-based security solutions involving threat assessments with security planning and control procedures.
Lloyd’s future plans are to continue structuring security development models within the security business sector and advance in personal and physical security opportunities. His main interests are to develop and enforce security and risk assessments to meet the needs of America’s security challenges.
He is constantly driven and focused on organizing and directing the oversight and leadership of risk programs to develop and implement risk policies, document current strategies, set standards for security, and provide guidance for career application achievement.

Rickie Singleton
Director, Network Operations,

Rickie Singleton is an expert in the design and delivery of cost-effective, high-performance Operation Centers, information technology infrastructures, and applications to address complex business problems. Singleton has extensive qualifications in all facets of project life cycle, from initial feasibility analysis and conceptual design through documentation, implementation, training, and enhancement. Singleton has a strong system and telecommunications background with a proven ability and track record to build and manage creative, highly energized, focused teams.
Singleton completed a 10-year tour of duty in the United States Army and possesses over fifteen years of experience working in the IT Management field in the areas of the strategic planning, design, deployment, operations and maintenance, and optimizing of wide area networks and Network Operations Centers for defense clients.
Singleton’s experience includes IT Strategic planning (3-5 year plan), Business Continuity and Disaster Recovery, Business Process re-engineering leveraging the Information Technology Information Library (ITIL) framework, and designing and managing Network Operations Centers and Datacenters currently for Harris Corporation.
He has worked on a number of different government contracts for the Navy, Marine Corps, and Army helping to consolidate and optimize their IT infrastructure. In addition, he’s worked as the technical representative to qualify Request for Proposals and responses to those proposals.
As an executive liaison for Qwest Communications, Predictive Systems, and Harris Corporation Singleton has facilitated Executive/Technical Committees comprised of several cross-functional teams to establish business process, discuss IT strategic planning and budgeting, establish Quality Management Programs, and set the guidelines for standards and compliance as it pertains to the service delivery of an IT service.
Singleton holds an AA degree in Liberal Arts and a Top Secret / SSBI Clearance.

Shayla Price is an entrepreneur, author, and marketing graduate of Southern University and A&M College in Baton Rouge, Louisiana. She holds a certificate in nonprofit administration from Louisiana State University in Shreveport.
Price serves on the board of directors of the Adult Literacy Advocates of Greater Baton Rouge and is the national spokesperson of ProgressiveU.org, representing more than 40,000 high school and college students. Her field of expertise includes college financial aid, marketing, and public relations.

She’s been awarded more than $100,000 in scholarships, and written a book titled, “The Scholarship Search: A Guide to Winning Free Money for College and More” to help students achieve scholarship success. She also was a scholarship columnist for UniversityChic.com.
Price has been featured in several national magazines, including Black Enterprise and Better Homes and Gardens. Price appeared on BET's “The Center” and at the 2006 Essence Music Festival. She was interviewed by radio talk show hosts Tavis Smiley and Michael Baisden and was featured in “Campus CEO: The Student Entrepreneur's Guide to Launching a Multimillion Dollar Business” by Dr. Randal Pinkett.

Mary Jane Vizachero

Ms. Vizachero has 21+ years of leadership experience in the global communications industry.
Her areas of expertise include program and project management, business process engineering,
financial operations, and product development. She has worked in IT, Finance, and Marketing at two of the leading global communications providers, MCI Communications Corp. and Concert Communications Corp.
At MCI and at Concert Communications Ms. Vizachero has led global project management teams to provide end-to-end communications solutions for some of the world's largest multi-national corporations.

She has also established financial operations and user training units in the U.S. and U.K. in support of these customers.
At Concert Communications Ms. Vizachero has led a multi-functional team to standardize worldwide systems implementation and product launch processes. She has also led a team to define business processes within the worldwide Finance community.
Ms. Vizachero holds a B.A. in History from Rutgers University, and an M.S. in Management from National-Louis University. She is currently a Doctoral candidate in Natural Health at Clayton College of Natural Health and is also pursuing her Personal Trainer certification from the National Academy of Sports Medicine. Ms. Vizachero has been active in community service endeavors such as Habitat for Humanity, The Orphan Foundation of America, The Sun and Moon Yoga Studio, The International Professors Project, and she currently serves as an election officer for Fairfax County, Virginia. She enjoys travel and studying French language.

Ben Hayhurst
Mr. Hayhurst has nearly a decade of experience in the Defense industry and U.S. Intelligence Community. He currently performs intelligence research, focusing on counterterrorism and utilizes his capabilities to identify targets and evens of interest and report on threats to U.S. National Security. Hayhurst has conducted law enforcement investigations and interviews as an agent with the Immigration and Naturalization Service (INS) in support of immigration and border security initiatives, providing intel support and serving as a liaison to local, state and Federal agencies on criminal, terrorism and fraud issues. Hayhurst holds a BA in history and social science and currently holds a top secret clearance.
Pat Brown
Manager, NERC & Regional Coordination,
PJM Interconnection

Mr. Brown is the manager of NERC and Regional Coordination for PJM Interconnection, which administers one of the largest energy markets and operates North America’s largest centrally dispatched electricity grid. Prior to joining PJM, Brown was a production manager for IKON Office Solutions in Chicago, IL and served in the United States Army for more than 15 years.
Brown is VP of the Board of Directors for Berks Counseling Center in Reading, PA where he was instrumental in guiding the organization through the PA Association for Non-Profit Organizations Standards for Excellence Certification Program.

Brown holds a BS in Liberal Arts from Excelsior College, University of the State of New York and an MBA from Benedictine University. He also holds an advanced certificate in project management from Stanford University and a post-graduate diploma in international management from the Royal Holloway School of Management, University of London.

Laura Billon, CFI, MFS
Ms Billon comes to us with over eighteen years of experience in the fields of fire suppression and investigation, disaster preparedness, hazardous materials response and investigation, and environmental safety and protection. She possesses a Masters Degree in Forensic Science and a Bachelors Degree in Fire Protection Administration. She is a Certified Fire Investigator, a Hazardous Materials Investigator, and a Peace Officer within the State of California. She has managed Emergency Response Teams of over thirty people, Hazardous Materials Teams of over forty people and planned and implemented over a dozen disaster drills. She has conducted training all over the country in Fire Investigation Procedures, Evidence Collection, Crime Scene Preservation, Hazardous Material Response, Interview / Interrogation Techniques, Building Construction, Environmental Safety and Clean-up, Fire Prevention, policy writing and communication.
Ms. Billon has authored a chapter on Origin and Cause Determination for a text cook entitled, Burns, the Medical and Forensic Model.
She currently works for the State of California as a Fire Life Safety Officer II, is a fire setting evaluator / profiler for the Center For Arson Research, and teaches at the National Fire Academy in the Arson Department and Miramar College in the Fire Technology Department.
Patsy Rivera
Law Enforcement Officer
Patsy has been involved in the law enforcement field for over 8 years. In her spare time, Patsy has dedicated herself to serving those around her. She is a member of Kiwanis International where she served as Key Leader Site Coordinator, where kids from all over the State of Georgia would come for a weekend of leadership training and fun. She also helped to spearhead a program for college students in Circle K International to send cards to sick and dying children all over the U.S.A. She was given an She has served on several Boards of Directors for various non-profits and has experience in strategic planning, volunteer management, human resources, newsletter design, editing, and writing, policy and procedure implementation and board development.
Patsy was the first female volunteer firefighter to serve her department. She held that position for 4 years until a relocation sadly resigned her from the position. However, it is one she hopes to return to.
She currently holds a B.S. in Justice Administration and is working on her Masters of Justice Studies.
